The Rule of Law and Accountability Advocacy Centre (RULAAC) has petitioned the
Inspector-General of Police and the Imo State Police Command over allegations of extrajudicial violence, torture, enforced disappearance, and collusion involving security operatives and a local vigilante group.
In a letter dated April 16, 2026, and signed by its Executive Director, Okechukwu Nwanguma, the group raised concerns over the arrest, shooting, and continued detention of two individuals, Uchechukwu Maduakolam and Kenneth Anyanwu.
RULAAC linked the incident to a vigilante outfit known as the “Royal Guards,” reportedly established by Eze Okwudiri Divine Nwandu and allegedly used to intimidate residents of Ihitteaforukwu and target perceived opponents.
The group alleged that individuals associated with the traditional ruler, including Emeka Emetubelem, Ikechukwu Mbakwe, and Onyemuche Ochor, played coordinating roles in the operation leading to the victims’ arrest and shooting.
According to the petition, the organisation received credible reports and video evidence indicating a pattern of harassment and intimidation of residents by members of the vigilante group.

The group further alleged that Kenneth Anyanwu was shot during the incident and is currently in critical condition, requiring urgent medical treatment estimated at ₦15 million. It also claimed that his personal belongings, including ₦47,000 in cash, were taken at the time of his arrest, while raising concerns about alleged payments made to his family, which it suggested may be aimed at suppressing accountability.
RULAAC expressed alarm over the whereabouts of Maduakolam, stating that he was reportedly shot after his arrest and has not been seen since, raising fears of enforced disappearance.
Describing the allegations as indicative of a “disturbing pattern” of abuse of police powers and possible collusion between state and non-state actors, the group warned that such actions violate fundamental human rights, including the rights to life, dignity, and personal liberty.
The organisation called for the immediate disclosure of Maduakolam’s whereabouts and urgent medical intervention for Anyanwu. It also demanded an independent and transparent investigation into the circumstances surrounding the incident, including allegations of torture, theft, and the involvement of the vigilante group.
RULAAC further urged the suspension of any officers implicated in the case, protection for victims and witnesses, and a comprehensive probe into the activities of the “Royal Guards,” which it said operate outside any lawful framework.
It also called on the police to ensure that any individuals found culpable are promptly arraigned in court in line with due process.
“The Nigeria Police Force must not allow its institutions to be used as instruments for settling personal, political, or communal scores,” the group stated, warning that such actions erode public trust and promote impunity.
RULAAC urged the Inspector-General of Police to intervene urgently to ensure accountability and restore public confidence in law enforcement in Imo State.
